Yes, Lawrence Frank is an underrated coach but is he better than Popovich? Not in my opinion.

You bring up an interesting point about how coaching is perceived, though. Guys like Del Harris and Mike Dunleavy win COY because their teams are suddenly OK instead of sucking balls. So obviously the voters are swayed by this thinking.
